Illinois's Maternal and Child Health Services Block Grant: Priorities, Strategies, and National Performances Measures

The Title V Maternal and Child Health Block Grant Program is the nation's oldest federal-state partnership. It aims to improve the health and well-being of mothers and children. Andrea Palmer administers the state's Maternal and Child Health Services Block Grant programs, including the school health program, adolescent health programming, perinatal regionalization, and infant mortality reduction efforts. Ms. Palmer is also responsible for implementing the State's Title V Action Plan, which includes the priorities, strategies, and national and state performance measures for the MCH population.

Target Audience

This activity has been designed for physicians and other health professionals interested in the health and well-being of mothers and children.

Learning Objectives

  • Describe how the Maternal and Child Health (MCH) Services Block Grant is implemented in Illinois;
  • Identify the findings of Illinois 2015 Assessment of the preventive and primary healthcare needs of Illinois' maternal and child health populations;
  • Define the Economic Disadvantage standardized measure and its relation MCH Services Block Grant; 
  • Correlate concentrated economic disadvantage with poor health outcomes in the area on maternal and child health;
  • State the role different health professionals and administrators in the healthcare of mothers and children.
